Public Works Operator I (Open Positions: 1)

Purpose of Position

An introductory-level position to perform a variety of tasks in the construction, operation, maintenance and repair of public works facilities, including streets and water source, treatment, and distribution facilities.

Essential Functions

a) Performs various duties of a Public Works Laborer. (10%)
b) Performs work in the maintenance, installation, inspection and repair of water meters, standpipes, lines, pumps, gauges and other equipment. (23%)
c) Checks water wells for proper levels and operation. Takes and records water readings. May take water samples for bacteriological testing. (2%)
d) Reads and records water meters for customer usage on re-reads, turn-ons and shut-offs. Performs turn-ons and shut-offs. (15%)
e) Performs general maintenance and repair for Public Works facilities and grounds, wells, reservoirs, storage tanks, and related water treatment/distribution facilities. (20%)
f) Cleans, maintains and repairs City streets, sidewalks and rights-of-way involving pavement patching, concrete forming/finishing, grading and brush cutting/mowing and removal. Lays out and paints streets, curbs and crosswalks; installs pavement markings. Installs, repairs and replaces various street and regulatory signs and barricades. (20%)
g) Receives appropriate training and operates light and heavy equipment to excavate and maintain streets, alleys, and curbing. Plows and sands streets. (5%)
h) Must develop and maintain positive working relationships with supervisors, co-workers and customers

Auxiliary Job Functions

o Performs system locates for City and customers.
o Assists higher classified Operators in performing routine maintenance and minor repairs of City equipment and vehicles, e.g. oil and filter changes, greasing equipment, changing tires, etc. Maintains inventory and orders parts as required.
o Maintains various records related to activities and findings as required.
o Assists other departments as necessary by performing duties which are related to those described above.
o Maintains safe work habits and contributes to the safety of self, co-workers and the general public.
o Maintain consistent and regular job attendance and adherence to working hours,
o Effectively and clearly communicate to others verbally and in both electronic and physical written form.
o Develop and maintain positive working relationships with supervisors, co-workers and customers.

Knowledge, Skills and Abilities

Knowledge, Skills & Abilities - Knowledge of:
• Operation and repair of water pumps, valves and meters.
• Street maintenance practices.
• Routine operation of water facilities.
• Safety precautions.
Ability to:
• Understand and apply basic mechanical aptitude.
• Maintain and operate a City-provided beeper, cellular telephone, or other communication device.
• Report to place of duty within thirty (30) minutes after notification during on-call status.
Physical Demands of Position - Many duties are physically demanding requiring the movement of materials weighing up to 90 pounds. Movement of materials weighing 25 to 50 pounds may consume up to 15% of the work period. Duties require regular use of hand tools, material-moving devices such as shovels, operation of light and heavy equipment such as backhoe, tractors, dump trucks, trenchers and sweepers. Activity and types of duties performed require manual coordination and dexterity for extended periods.
Working Conditions - The majority of duties take place outside of buildings with exposure to all types of weather conditions and terrain on a year-round basis. Exposure to respiratory hazards requires occasional use of respirator.
Supervisory Responsibility - Supervision is not a typical responsibility of this position.
Supervision Received - Works under the general supervision of the Public Works Superintendent. Receives work assignments and direction from Chief Operator.
Special Provisions - If workload warrants, may be non-competitively promoted to Public Works Operator II after attaining the requirements for that position.

Education and Experience

Any equivalent combination of education and experience which provides the knowledge, skills, and abilities required to perform the job. A typical way to obtain the knowledge, skills, and abilities would be to possess a high school diploma or GED and have one year of progressively responsible experience in public works activities.

Special Requirements/Licenses

Must possess or be able to obtain within 6 month probationary period Oregon Water Distribution Level I certification. CPR/First Aid certificate and herbicide applicator trainee license within 12 months of employment. Possession of valid drivers’ license and acceptable driving record. May be required to obtain a valid Commercial Drivers License.
